Policy Format For A Single Church Revival
Evangelist Dr. Phil Shuler





 This format has been prepared to help the pastor set up a single church revival.  We are aware that some of the stipulations will be conditioned by the local situation, but we urge that every possible effort be made to follow directions as closely as possible, so that the opportunity of each of the team-pastor, evangelist, and church leaders-may be that of mutual cooperation in our efforts for the local church.

 In order to derive at a financial figure for the revival budget, the following items are listed below.  All of these are nominal in evangelism, but putting them on paper will help you arrive at a figure.  As soon as this figure is arrived at, an estimated budget should be presented to the board of the church for consideration.

 I TRAVEL EXPENSE
 The Shulers will travel by automobile as much as possible.  The way expenses are calculated is as follows: a year’s itinerary is laid out the year before.  AAA gives us mileage between meetings, and meetings and home.  The number of meetings is then divided into the aggregate miles to be traveled.  This way EVERY meeting pays the same amount.  Over the past 12 years, the average charge is $200 for a week of meetings.  Thus,
         If the Shulers travel by car, travel expense is $200.
         If the Shulers travel by air, travel expense is the price of the ticket.

 II. LOCAL EXPENSES
 Local meals will be included in the revival budget. Usually Dr. Shuler and his wife will be coming by automobile.  If not, a restaurant close to the motel would be necessary.

 III. REMUNERATION
 Evangelist Shuler (and/or party) will always come on Love Offering basis.  The love offering should not be lifted until all revival budget money is in hand.  Dr. Shuler does ask for permission to present the need for the revival budget offering each evening before the pastor receives the offering.  If a church does not want him to make the offering appeal, then the church is responsible for any deficit.  Dr. Shuler will not leave your church in debt if allowed to raise the funds, and guarantees his Love Offering against any such event.
 The offerings lifted for Dr. Shuler should follow all other obligations and continue throughout the meeting, ending on Sunday night.  People will give what God lays on their hearts, but nightly opportunities should be offered for this.  The pastor will handle all of Dr. Shuler’s Love Offering appeals.

 IV. LODGING AND ENTERTAINMENT
 If Dr. Shuler were a pastor, visiting in a home with smaller children for two or three weeks would not be much of a strain.  However he is in a revival meeting somewhere in America almost 44 weeks out of the year.  In order for him to be at his best for your church, a suitable motel should be selected with the following in mind:
     1. Dr. Shuler is 6’4 and weighs 220 lbs.  He has had a bad back ever since he broke it in a childhood accident.  Therefore, in selecting the motel, a good, firm mattress should be secured.  If Mrs. Shuler is traveling with him, then a king size bed or a queen size should be selected.
     2. Dr. Shuler would rather eat on his own in restaurants.  He waits until about 9:45 a.m. to eat breakfast.  He does not eat a noon meal, and his evening meal is no later than 3:30 p.m.  The evening meal is his main meal of the day.  He also has borderline sugar in the blood, totally controlled by diet.  He and Mrs. Shuler both have restricted diets.  They travel ten months out of the entire year and thus need a controlled diet so as to enjoy good health and maximum performance for the Lord.  A smorgasbord or a cafeteria is preferred so they can pick only the foods that are on their diet.  Dr. Shuler would prefer to work out with the pastor after he arrives any situation where the pastor might want him to eat in a home occasionally,  Also, if that is done, Dr. Shuler requests that the pastor accompany him to any meals taken in the home.

 V. THE REVIVAL CALENDAR
 In your promotional packet you will receive a REVIVAL CALENDAR.  This is the single most important item in the packet!  Through the years, Dr. Shuler has discovered that the faithful use and promotion of this calendar will produce more results in filling your building with unsaved than several hundred dollars of commercial advertising.  Please give consideration to this suggestion, and TRY IT IN YOUR CHURCH.
 Please do not “free hand” this Calendar, but lithograph or print it up neatly.  A presentable calendar will not be discarded.  Print it on both sides as the sample shows.  Start passing them out at least four (4) weeks prior to Dr. Shuler’s arrival, and if possible, six (6) weeks prior.  Push them in every piece of printed materials usually used for promotion in your church.  Have the SS Superintendent push this before your Sunday School.  The pastor must first become excited over this means of promotion if the church is to become excited.  Dr. Shuler has found that some pastors merely print and lay in the back large stacks of calendars, and they remain there throughout the meeting because the pastor did not push them.  Please see that EVERY ATTENDER of your church gets two calendars and uses them!  The instructions are on the back of the samples.

 VI. SPECIAL PRAYER SETUP
 The pastor will be receiving under separate cover instructions for a special prayer setup.  Dr. Shuler has found in meetings that have followed this that the Lord has tremendous victories.  He has become burdened over the lack of prayer accompanying revival.  He hopes that there will be an enthusiastic, diligent preparation in prayer so that your people might be adequately and spiritually prepared in their own hearts for revival before the Evangelist ever begins the meeting.

 VII. SPECIAL CORPORATION FUNDS
 Dr. Shuler takes 12 revivals a year in churches with less than 50 in membership.  If your church falls in that category, his corporation has a fund to pay the expense of travel, if the church cannot meet it.  If there is a need, $100 will be sent to you from this fund to help in advertising.  If there is a need of additional help to raise housing, Dr. Shuler will help raise your expenses in the early nightly offerings.

 VIII. SUNDAY SCHOOL LOYALTY NIGHT
 In a seven-or-eight day meeting, the first Monday night should be designated as Sunday School Loyalty night.  All of the teachers in the various classes throughout the church should be contacted two weeks prior to the beginning of the revival to begin to promote this night among their students.  There will be recognition and perhaps an award given to the teacher of the class with the largest number present.  That can be judged over six Sundays prior to the beginning of the revival.  Also, stress active enrollment, not those on the ledger of the class roll.  They may invite anyone who does not belong to another Sunday School class in the church.  If the revival covers a Monday through two Sundays, Sunday School Loyalty Night will fall on the Monday night of the second week of the meeting.  All students should sit in a special section reserved by the teacher.  Some churches make standards with the name of the class on it.  That is fine as long as every class cooperates in this.

 IX. SUGGESTIONS
 The following is not policy, but suggestions to the pastor on ways to smooth out the revival effort in your church.  None of these might suit you, but that which does should be utilized.
     1. Some churches (boards) do not want the evangelist to make offering appeals.  If this is your case, then every effort should be made to raise the budget BEFORE the evangelist arrives.
     2. You should write Dr. Shuler and tell him whether or not you have a high or low impedance public address system so he can bring the proper lapel mike.
     3. If Dr. Shuler flies to you, an automobile should be loaned from your membership and placed at his disposal.  This enables him to come and go as he wishes.
     4. A few weeks ahead of the revival, please send the name of the motel to Dr. Shuler and, if it is needed, directions to where it is located.  He prefers to drive straight to his motel if at all possible.
